NRS 484B.403 states when U-turns are authorized and prohibited and specifies that there are additional penalties if the violation occurs in a work zone (e.g. construction zone on a highway). It states that a U-turn may be made on any road where the turn can be made safely.

However, a driver must obey the directions of traffic-control devices that indicate a U-turn is prohibited. The driver cannot make a U-Turn in a business district, except at an intersection or on a divided highway where an appropriate opening or crossing space exists.

Local authorities and the Department of Transportation may prohibit U-Turns at any location within their respective jurisdictions.
